Biography
Isaac Toucey (1796-1869) was an American politician and lawyer who served as Secretary of the Navy under President James Buchanan from 1857 to 1861. Before his cabinet appointment, he had been Governor of Connecticut and a U.S. Senator, building a career in Democratic politics. Toucey's tenure as Navy Secretary was marked by the challenges of the pre-Civil War period and the subsequent secession crisis, making his administration a contentious period in naval history.
