Biography
Oliver Otis Howard was a Union general during the American Civil War and a prominent figure in Reconstruction-era military administration. Born in Maine, he graduated from West Point and served with distinction in multiple theaters of the war. After the conflict, Howard headed the Freedmen's Bureau, where he worked to establish schools and provide aid to formerly enslaved people, and later served as superintendent of West Point.
